Basically, I'm looking for a game set in medieval times (or even before that) where you build a city and over time you can make it grow by building extra things like farms etc.. Something sandboxy like Dwarf Fortress but with graphics. Most medieval city builders are based around wars (like Age of Empires) I still want combat, but make it take a back-seat behind economy and other things.
I've tried the Anno games, but they seem very limited in what you can actually build and do. I want a game where I can play the same save-file for a long time and the basic goal is to expand and survive. Hell, it could be something like minecraft, but with NPC's that do the fighting while I plan the city.

Are there any games actually like that?
edit: When I say medieval, I mean basically bows and arrows and swords and stuff. It could be fantasy or whatever.
